so how can he use it not just see it?
I thought if I add a user list module in junior admin to a moderator, than he can use it.

Yes he can use it, but if this list will use other modules, too, this may be blockes.
Enable access to admin_users for the moderator (module User > Configuration or User > Permissions) to let him/her work.

I see user level I can choose only Administrator or User, can I add moderator too?

Not in these modules, in the junior admin modules...

in junior admin modules the user (moderator) have seletcetd User list module.

No, sorry, because these modules I've not installed any longer.
Look into the module list of the junior admin.
There you can find the User List and also User Permissions and User Management. The last two modules you must activate for the mod to get access to them. Directly or over the user list.
