The exchange you can set on acp and changing cash to traffic will be work on the user settings from the download mod.

So when a user downloads somthing the cash amount will be taken away from their account?

Yes. Cash will be changed into traffic.

External downloads could not be controlled (security!) so there is no way to change cash to traffic for external downloads.
And you still not need traffic for them
